FIA: no penalties for DRS infringements under yellow flags
Extenuating circumstances granted to the drivers and teams involved

The Chinese GP stewards have announced that no action will be taken against drivers suspected of having used DRS under yellow flags.
They were Sebastian Vettel, Mark Webber, Jenson Button, Kimi Raikkonen, Romain Grosjean, Valtteri Bottas, Daniel Ricciardo and Max Chilton.
The FIA admitted that the following mitigating circumstances occurred
'1. There was a one minute delay from the display of the yellow flags until the message appeared on the official system.'
'2. The electronic system that disables DRS was not operational, so drivers had to rely on team communications and the information provided to them in the 'Team Notes' before the race was factually misleading.'
'3. DRS was used on the main straight and a green light was on there.'
