Toro Rosso has had a lot of penalties this year, especially at the end of the season as it was used as a laboratory car for next year's Red Bull. In the last two weekends of 2018, however, both Hartley and Gasly will have the "Specification 3" of the Honda engine, a component already approved in the previous rounds of the world championship and therefore there will be no penalties, so to see what the strength of the Japanese engine really is, a kind of "beta" version of what will be the engine for Red Bull next year.
